Harper scheint die Überschwemmungen von 1995 im Fall schon vergessen zu haben, da sah es in weiten Teilen von Alberta, Saskatchewan und Manitoba jenseits von verheerend aus. Langer und durchgehend kalter Winter hat dir im Juli noch Frostböden 30 cm unterhalb der Oberfläche beschert, das Regenwasser hat einfach nicht versickern können. Habe damals noch in Edmonton gewohnt und gearbeitet, vllt finde ich noch ein Paar Fotos von damals, es stand einfach alles unter Wasser. Diesmal ist der Permafrost wieder Ursache Nr. 1 (und es kommt nochmal, das ist sicher)

Hier das Blocking aus der 300 hPa Sicht (+ 850 hPa Temperaturen). Interessant diese kräftige Abspaltung im 300 hPa Niveau, der unsrigen vor Wochenfrist über ES/SF nicht unähnlich. Weiter erstaunlich die +16°C auf 850 hPa in 70° Nord. Rot eingezeichnet die Achse des blockierenden Höhenkeils:
